Sub: National Awards for Outstanding Export Performance - Selection for 37th Set of Awards of Trophies and Certificate of Merit for the year 2003-04 - Calling of Nominations.

Ministry of Commerce vide letter No.8/1/2004-E&MDA dated 27.9.2004 has invited applications for selection for 37th Set of Awards of Trophies and Certificate of Merit for National Awards for Outstanding Export Performance for the year 2003-04 from EOUs and SEZ Units.

Total number of awards in the form of Trophies are 20. Out of these 20 Awards, 8 will be earmarked/reserved for Small Scale and Cottage Sector. Out of these 8 Awards, 1 (one) will be reserved for Khadi & Village Industries.

One Trophy and one Certificate of Merit to best performing EOUs and SEZ Units in the SSI Sector and Non-SSI Sector each would be awarded based on the undermentioned eligibility criteria:

i. Absolute growth in exports during the year (with minimum exports of Rs.5 crore for SSI and Rs.10 crore for others) - 60% weightage.
ii. Developing new product/new markets - 10% weightage.
iii. Significant success in developing or acquiring international quality standards - 10% weightage.
iv. Success in establishment and promotion of brand image abroad - 20% weightage.

Development Commissioner of each Special Economic Zone shall be the sponsoring authority to nominate best performing EOUs and SEZ Units for consideration under this category. Awards given under this category would be in addition to the Awards these units would be getting in respective product groupings.

Annexure-I summarizes all export items. Categories of exports and sponsoring authorities are given in Annexure-II. A copy of the application form to be used by exporters is given in Annexure-III. Parts I & II of the form are to be filled in by the exporters concerned (nominees) and Part III is to be filled by the Sponsoring Authorities. Instructions for filling up the form by the exporters etc. are given in Annexure-IV. All these annexures are given in the attachement file.

In this regard, Development Commissioner of concerned Special Economic Zone might have already informed to you. We request you to kindly get in touch with the office of Development Commissioner of concerned SEZ in connection with submission of application.

Annexure-IV

Instructions for filling up proforma:

1. All entries are required to be filled in by typed scripts.
2. Only one application form is to be filled up by the nominee which will be considered for award of Trophy as well as Certificate of Merit on the basis of criteria fulfilled.
3.No entry should be kept blank.  If a column is not applicable or information is not available then mention clearly ‘not applicable’ or nil.
4.Answer should be specific for each query.
5.Each nomination should be sent to DGCI&S, 1, Council House Street, Kolkata through the authorized sponsoring authority.
6.Each nomination should be accompanied with necessary audited certificate in support of claims of export made during last three years.
7.Commodity codes as per ITC(HS) should be given for each commodity exported.
8.Hereafter sponsoring authorities should not give their views in the forwarding letter.  They should make their recommendations in the relevant ‘Recommendation Form’.
9.All entries in the detailed form should be consistent with the information furnished in summary form.
10.The formula for calculating the compound growth is given as under:

2.  Para 12(I) of the amendment of the scheme No.8/2/2000-E&MDA regarding absolute growth is clarified as under:

There should be a minimum growth of Rs.5.00 crore for SSI Section & Rs.10.00 crore for Non-SSI Sector during the year 2003-2004 as compared to the year 2001-2002.  However, in case there is a negative growth during 2001-2002 then this condition for growth shall apply with reference to the year 2000-2001.  The same is explained as under:

3.  No nomination will be considered unless the forms are properly signed with date and office stamp.

4.  Any application not conforming to the above mentioned instructions is liable to be rejected.
