SUBJECT : Comments
on proposed SEZ rules for implitation of special economic
zone bill 2005
SEZ Bill, 2005 has
been cleared by both the houses of the Parliament.
A copy of the SEZ Bill, 2005, as cleared by the Parliament,
is enclosed as Attachment I.
For implementation
of the SEZ Bill, SEZ Rules have to be formulated and
notified. Ministry of Commerce has got prepared the
proposed SEZ Rules, 2005. A copy of the proposed SEZ
Rules, 2005 is given in Attachment II.
I request you to go
through the proposed SEZ Rules and send your suggestions
in the following format, within 7 days positively,
so that we could compile the suggestions and submit
the same to Ministry of Commerce for consideration.

I request that draft
of proposed SEZ Rules should be seen carefully as
for simplification of the procedures and for ensuring
single window mechanism it is imperative that the
SEZ Rules are framed properly.
This should be treated
as most urgent.
