EPCES CIRCULAR NO.75 DATED 9.12.05


Sub: State Issues relating to EOUs and SEZ Scheme

Please refer to EPCES Circular No. 17 dated 1-12-2004 wherein I had informed that for consideration of state related issues an Inter State Trade Council has been constituted by Shri Kamal Nath ji, Hon’ble Commerce & Industry Minister. Accordingly I had asked for the state issues which are affecting EOUs and SEZ Units. We had received a large number of issues from EOUs and SEZ Units and based on these responses we had compiled the state related issues which are affecting EOUs and SEZ units and these issues were compiled state-wise. I had submitted these issues to DGFT for consideration before the Inter State Trade Council.

I had also taken up these issues with Ministry of Commerce. Ministry of Commerce in turn had also taken up these issues with DGFT.

DGFT has now issued a letter F.No. 01/94/180/154/AM05/PC.IV dated 8/11/05 to Ministry of Commerce informing that the issues raised by EPCES for the Inter State Trade Council have been incorporated in the Agenda Notes being prepared for the Inter State Trade Council and would be taken up with the state governments whenever the first meeting of the Council is convened. A copy of the letter received from the DGFT is enclosed. The letter received from DGFT informed as follows:-

“Subject : State issues relating to EOU/SEZ Schemes – Consideration by Inter State Trade Council

The undersigned is directed to refer to your OM No. 13/68/2004-EOU dated 26.10.2005 regarding the issues raised by EPCES for the Inter State Trade Council and to inform you that most of the suggestions received from Shri L. B. Singhal, Director General, Export Promotion Council for EOUs & SEZ Units (EPCES) have been incorporated in the Agenda Notes being prepared for the meeting of the Inter State Trade Council and would be taken up with the State Governments whenever the first meeting of the Council is convened.”
